Tierce..
Despite the fact Tierce was a failure to Thrawn's original standards of trying to create a leader.. why wouldn't Thrawn clone a few more Tierce's at least given his combat skills and at least his rabid loyalty to the Grand Admiral? Would he have been too bloodthirsty and vindictive in his campaigns if Thrawn wasn't there keeping him on a leash?

We saw what Tierce did when he was let off the leash. He tried to engineer a coup and perpetuate the Galactic Civil War when the Empire was clearly ready to sue for peace. That was when he was let off the leash, but what if Thrawn was still around?
