I don't recall Hutteese being used much in areas far outside of Hutt space in the films. It's more than likely simply a regional thing in that corner of the galaxy.

An AOTC script I read on the net showed Palpatine's Rodian aide speaking Huttese. The one that tells him via hologram that Padme had arrived at his office. I'm not sure how formal a source that is though.
