It may have absolutely nothing to do with their own initiative - they could have been commanded to do so by a Lucrehulk-class control core.

Isn't that an assumption we must always make about them?

I meant to say that, whatever controlled them, it appeared to allow them to execute a few basic strategies or tactics, rather than merely point-and-shoot.

The fact that they speak at all to eachother, and the fact that thry must recieve specific orders via hologram, is proof that they don't recieve orders from the Control Ship. If that were the case, then they'd all be connected in a hive mind like the Borg and conversation between one another would be unnecesary and wasteful.

Yet in TPM the droid army collapses and physically falls apart after the Droid Control Ship is destroyed. How do you rationlize that?

Their activation signal is dependant on the Control Ship, not their actions.
