I always assumed that Hoth and Bespin where both very very close to each other, like the Bespin's star was a distant binary of the Hoth system. One of the things that Lando thrived on was that the Empire wasn't present on Cloud City and was set up where very few people except those who were his clientele would bother going. Hoth would be a good cite because the Rebels could easily get access to Cloud City as a port to get access to supplies that they were running short on and information, not to mention can use it as the first step to move about without having to risk their own ships. Go to Cloud City, they catch a transport someplace more important and there you go.
