Which is why the Jedi Order ultimately failed. And with leaders not willing to take the steps to establish and army of the Republic early on, the Republic ultimately was weakened and would fail.

The problem is that they should not have lasted that long.Maybe before the clone wars era the republic was willing to do such a thing and this acted as a deterrent.

I think at one time the Republic did have an army. I remember that there was a line along the lines of "the Republic hasn't fought a war in thousands of years." Of course, the Republic is a lot older than that. So they probably had an army and over time, with no continuing threat, a Republican army was disbanded and disputes were solved at a smaller level, sometimes with Jedi.
