Well, clearly this shows a superiority of Star Wars painting technology as opposed to Trek painting technology. Some Trek ships have been seen to sport some very shoddy paint jobs for episodes or throughout a movie while the Empire can repaint thousands of ships at a moment's notice.

Likely between 1E5 and 1E6 litres per ship based on some assumptions of the area being covered by that paint. It's hard to be any more precise that that without making more assumptions.
Though Imperial painting capabilities would make a nice topic on the Commentaries.
But seriously, it is possible that those Venators are really just new ones. Frugality doesn't seem to be one of the virtues of the Empire.
The fleet is Open Circle Fleet. You´re thinking of the Third Army, which Anakin was in command of.
So Anakin was a General in the Clone wars as well? How does a Padawan become a general in the span of what? Two years between AOTC and ROTS? Was attrition rates that high for Jedi Masters?

it's 3 years and (during and) after "Jedi Trial" Anakin will a a General (also he's promoted to Jedi Knight after "Jedi Trial")

Knights and Masters are the General (Aayla Secura is one of the Generals in Geonosis and she's just a Knight) and Padawans Serve as Second in command or spec-op and Clones or conscripts take care of the lower ranks
