I dont recall that they were ever named as actually being DS's under construction. I always thought it was more likely they were torpedo spheres, or just immobile space stations of some type (commerce, docking, planetary defense, etc.) After all, why would you construct two weapons with planet destroying capacity in full view, in orbit around the captial of the Empire? It would be extremely stupid (Hey, I know, how about we construct some nuclear warheads in D.C.)
Part of the reason was because the book used a RotJ production painting by McQuarrie, which was done at the point in pre-production where there were two death stars under construction above Had Abbadon.
The Coruscant chapter for that book was written as if by some kind of high-ranking PR guy (or something) for the Emperor. He described them as being habitation spheres.

They're probably not the same scale as the Death Star II; the Death Star II proposed a major environmental and logistical problem in an already crowded and dense environment at Coruscant. Not to mention, the Death Star II had to be secret and apparently vulnerable to maintain the fiction that allowed the Rebellion to believe they could assault it.
The Coruscant Death Stars are lower-grade siege platforms, I'd surmise.

Everyone seems to be forgetting the obvious answer here. That the construction of the actual Death Star itself may not have taken very long, but perhaps they had problems developing the super laser aspect which accounts for the long build time. After all, the super laser was the central component and entire reason for building the station.
