Did Obi Wan disregard Leia at some point and focus soley on Luke? I doubt he forgot about her seeing as how he was there during her birth.

Through Luke, but since he wasn't an option then Obi Wan would just have to "appear" to Leia, or Yoda might have to get his ass off planet and go seek out the rebellion.

Well, Leia's sortof busy with this whole Princess of the Asteroid-Belt-Formerly-Known-as-Alderaan and being an important leader of the Rebel Alliance thing. I suspect Obi Wan may have thought that she was likely to have trouble and unwelcome attention following closely on her heels . . . as opposed to some moisture-farmer's boy who lived on a godforsaken planet on the ass-end of nowhere.
That, and Obi Wan has spent a significant part of his life watching over Luke. It may be that he's simply become fixated on Luke while letting his memory of Leia slip further and further into the dark recesses of his mind.
Perhaps they were both meant to be trained when the time was right, but circumstances intervened (the HIMS Devastator and Lord Vader and Leia being taken captive) to prevent that.
Obi-Wan had never met the adult Leia, but he had watched Luke all of his life and given him some training. Luke would be easier to contact as he was closer to Obi-Wan and partially trained in the Force. She was also unavailable to go for training right after Obi-Wan made contact with Luke (the whole fleeing from Hoth thing) and then rescuing Han Solo was on the Luke and Leia front burner. The opportunity just slipped away.

As for why not earlier, she was a member of politically active family that was anti-Palpatine and Obi-Wan already had a full plate. The dialogue between Vader and Leia on the Tantive IV seems to show she had had previous close brushes with Imperial authority.
