I just thought of something. Did Vader really intend to capture Luke at Hoth or just kill him?
1. After all, the original plan was to simply level the base with orbital bombardment. That would have undoubtedly killed everyone inside.
2. Then, the AT-ATs shot-to-kill at the Snowspeeders. Vader knew that Luke was a fighter pilot and would undoubtedly be leading the Rogues into battle, but Vader's forces still did everything they could to kill Luke.
I believe that Vader thought he wouldn't need to turn Luke to the Dark Side if he could simply crush the Rebellion at Hoth. It was only after the rebellion lived on that he sought to turn him.

Vader wanted to capture Luke, because Vader needed Luke to overthrow Palpatine. Hunting down Luke wasn't just about the Rebellion, far from it.
