Did Palpatine throw the fight?

The one question I want to get by is, did Palpatine act like he was losing to Windu to test Anakins loyalty? I don't think he did and if anyone remembers Yoda was feeling some seriouse pain as the Jedi die so maybe if they suvived then Yoda could have beaten Palpatine. Any opinions?
