Systems Force and Sector Group..?

I was reading the Imperial Sourcebook and the entire Systems Force and Sector Group got me confused. Are they one in the same? or is a Sector Group an entirely different entity from a Systems Force? Also what exactly does a Systems Force do? Operate in one sector, stationed around individual planets?

A System Force is below a Sector Group, it looks after a couple star systems with about 90 warships. Multiple System Forces make up a fleet, and multiple fleets are in a Sector Group which has 2400 warships.

Somewhat related:

I have always wondered why a Systems Army is larger than a Sector Army in the Grand Army of the Republic ORBAT. Should I put it down to more Traviss foolishness?
