That depends on yield; we don't know how an MTL on an ISD stacks up to the quads on an Acclamator, which are its heaviest weapons. An MTL might actually be lighter than an Acclamator's quads.1 medium
If we estimate at least 200 gigatons and a spherical blast, we're talking about obliteration of the entire west coast, with 100% casualties in the immediate area and buildings being knocked down as much as a thousand km inland. We'd also see mild global cooling, and superheated ejecta hurtling into space. However, if the beam penetrates deeply into the ground, much of its energy would be dissipated as seismic shockwaves rather than atmospheric effects, so the damage would be different.1 heavy

It almost seems rediculous to wait around and blast the planet for minutes, or hours, just send 1 shot down, into a major city with a HTL, and it'll be drawing ships and resources like crazy to help evacuate, and look for survivors,
Also, i wonder if someone could survive if they were under ground, say if the bomb dropped on NYC, and you were 7 or 8 stories down, in an abandoned subway tunnel, etc,
Would a TL give off a lot of radiation? Is there any indication that it would?
