Hutts and the Empire
Why did the Emperor and his Moffs allow Jabba the Hutt and other gangsters to remain in power? Wouldn't the Totalitarian Regime wish to posess all the power to itself?

Because they were evil bastards. As said before in another thread, the Imperials didn't care what went on, just as long as they were paid. Because the Hutts paid off the Empire, they looked the other way. Besides, if the Hutts became fed up with paying off the Imps, ran out of money, or whatever, the Empire would have taken over in the long run, so they just delayed the inevitable.

I wonder if perhaps the Empire allows them to exist because Jabba and the other gangsters sometimes help the Empire when they need it. Jabba is really not much of a threat to the Empire, so maybe he and the other gangsters pay some sort of tribute.
Both of them seem to employ the same bounty hunters though. Boba Fett worked for Jabba and the Empire.

Some of the criminal organizations were Palpatine's minions.
Probably useful when he has to do things that couldn't be as public as using his military.
Besides, taking out every criminal organization is rather time consuming and wasteful. There is a point where it is simply not worth it anymore to stop them.

The Hutts are very powerful in the organized crime underworld. I believe they are only second to Black Sun--and that says a lot. So the Empire probably finds it advantageous to have "allies" in the criminal underworld to use it for spying on the Rebels, doing things through organized crime so as to not link it to the Empire, etc.

Basically canon is the movies, movie novels, radio dramas and take predence over everything. Basically anything from the movies seen is truth. The same as the difference between what you can see with your own eyes (canon) and what you read in a history book (official).
