Boba's NZ accent is definately there in Episode2.

It's because the only times Boba speaks the high-pitched tone piercing of his piercing voice scrambles the language center of our brains and we are unable to recognize accents for a few seconds.

Now that I listen, I can hear Boba's accent in Ep.2 as well.

Most likely from the time of episode 2 and Empire, his accent most likely dropped. Another likely reason is how he never wanted to show emotions and with having an accent probably hindered his non-emotional state. He probably also wanted to forget any ties to his father, Jango since he was dead. I really hope Boba gets to kill Mace Windu in Episode 3.
