This will release lots of energy, possibly in the form of radiation and light, which is channeled by the weapon and turned into a bolt of some sorts consisting of some unknown quanta that is degenerating at a steady pace, hence the glow(shields could affect this quanta in an unknown manner, possibly creating flakburst like effects) and when it intercepts opaque objects reverts, or degenerates back into light, or in other words a laser blast.
Those who beat their swords into plowshares will plow for those who did not.

Now I've another idea about the random appearence of the "flak" bursts.
As the crew fires on a quick moving target -for an example the Gunship in AotC chased by two fighters- the targeting computer tries to calibrate the right distance and sets the detonation so that it will take place where it "thinks" that the target will be in the next moment.
...and of course every machine can make miscalculations...there's too many possibilities in a very-very short time.
So that may prove that most of the bolts explode as flak bursts while others pass by, out of screen (these are the miscalculated ones).
Of course this only true if there's flak mode at all?!
