The movie production people said 11 miles. The scaling of the ship as shown in the film to a regular Star Destroyer confirms the 11:1 ratio (look at the size of the bridge tower relative to the rest of the ship for the Executor and then look at that same ratio for an ISD).

In other words, the movie itself says 17.6 km. That is as canon as you get.

You'll note as well that if you average 8 km with the 17.6 km figure, you get a 12.8 km figure... it seems DWR, who originally posited the "8 mile" Executor length in the first ICS, went for the middle road.
