Well, the oppinion of the senator is not necessarily the oppionion of the people, and vice verse.
I guess the people a senator representated stated with disliking the Empire, and the senator was forced to change his by sheer public pressure. Especially in the case of atrocities or sheer racism.
Some senators (e.g. Padme) propably disliked the Empire for its political system, but most seemed to be happy with it - and as long as they kept their power, i do not see a reason for them to change their oppinion.
