I haven't been keeping up with the current series, or anything recent in Star Wars, but didn't the Mandalorians get beat to shit and scattered way back in the KOTOR era? How/why do they keep coming back? (I know some of it is mandowank, but I mean, what is the in-universe explanation that they keep coming back to get their asses kicked?)

Stubbornness and delusions of grandeur. Thanks to the backstory of The Old Republic game, the Mandos regrouped into a larger force again, so I guess we might get some of that for the upcoming series as well. Hell, anything's better than the 212 übertroopers they're said to contribute to the CW in previous stories.

Yeah, I know that Mandalorian isn't a race, but a culture, but that still doesn't make any sense. Who would willingly adopt a culture that likes getting into fights nonstop and has a record for being defeated by the Republic/Jedi? What do Mandalorians even strive to acheive except fighting? They would have made more sense if Mandalorian wasn't a culture, but just a big fighting organization. One instance of the Republic defeating them isn't really a record you know and people RAISED in that culture, perhaps? Especially as if I remember KOTOR correctly they saw nothing wrong with suffering an honorable defeat at the hands of a superior enemy. A culture like that SURVIVING in the face of a superior enemy is another matter, but then if memory serves they DIDN'T.

They had lost in three wars hadn't they? The Great Galactic War, the Great Sith War and the Mandalorian Wars. Record isn't the best word, but they did lose a few times. That, and by the KOTOR II era they were mostly mercenaries. I'll take your word for it. I never bothered with the pre-OT era other than KOTOR and the PT. And as I said, they didn't seem to see losing a war as something AUTOMATICALLY bad. I for one have no problem with The Clone Wars doing Mandos at some point, if only because the show has been at odds with the Karen Travis interpretation of Star Wars before, and I'm hopeful that the show might actually tone down the Mando-wank.
Now, if they fuck it up, I'll be pissed, but for now I'm cautiously optimistic.

To be fair, it's effectively impossible to completely annihilate a modern SW power, especially one so mobile (nomadic, even) as the Mandalorians. There's no way you're going to get every last ship, star base and Ice Station Zebra. Also, marginalized remnants of belligerent powers can and do flare back up to challenge the galactic hegemon. It's not just the Mandos; the Sith, Republicans and Imperials all did it too.

Have the Mandalorians ever had to sign agreements with the Republic to demilitarize? They've fought in a couple of the major wars, usually ending up on the losing side, so has the Republic ever thought about simply not letting them re-arm again?

Presumably, the combination of the fact the Mandalorians fought against the Sith in the New Sith Wars and that the Republic can't even stop it's own member-states from fighting wars with each other makes that rather unlikely.
