While the similarity is striking even if we rule out blind chance, it's entirely possible that even if Warren Fu DID model Grievous on that he didn't do so consciously. He might have seen that thing sometime in the past, forgotten about it, and while he was musing about that spray bottle (the nozzle of which might very well have looked a lot like the head) suddenly started thinking, 'You know, I wonder if I modify it like this and that...'

Apparently it's a well known effect.
