Due to the DS's size and the problem of ejecta falling out of orbit elsewhere is a very large theater, or likely planetary shield is neccessary.
The funds needed to maintain a useless world w/ primitive sentients and nothing worth having are not worth being spent--I truly doubt that even the New Republic would waste funds on this. And even so--the cost to rebuild one planet's ecosystem is quite cheap to an organization which spans most of the Rims by 2-3 years post Endor. Considering how fast they were able to mobilize and build a military capable of taking the Core in a year--I'd hardly call them underequipped. And remember, we're talking about a galaxy where the Mining Guild controls countless billions of planets--ecological modification of a single world is trivial to a organization on the Republic's scale.

There could have been 2 separate shields: the projected shield that protected the Death Star from attack, and another planetary-ish shield that protected the planet from Rebel incursions.
Thats one thing i never got, how come the credit balance of the NR seems to rise and fall so much. In one of the Tales of the Empire short stories they are preparing to outbid the Empire for a brand new Sector Fleet yet the next they are pleading poverty. Same with the Alderanians, one minuet they are saying that all the reminants of Alderan are piss poor merchants who where off planet selling shit the next they all inherited the planets fortune which was off planet.
That's because the Rebellion is a bunch of shifty con artists, and anything they claim can't be trusted. Or maybe they all just lost their money repeatedly to the man who fits that stereotype in their ranks, Lando calrissian, who stopped by whenever they had another windfall, and promptly relieved them of it.
The re-activation of Endor shield theory is the only one that seems to hold water.
