What are the realistic crew compliments of the Death Star I and the Death Star II?

At a minimum, Hundreds of millions for the DS1, and great heaping wodges more than that for the DS2.

black fleet crisis I believe listed ds 1 at one million.

Ive heard other numbers of 18 or so million.

both seem rather minimalist.
