Because, it tipped the balanced. The NR fleet were already stretched thin trying to stave off Thrawn's aggressive tactics and protect their screaming members. And with Thrawn's spaarti cloning cylinders, he could quickly equip and deploy a very large fleet of pretty impressive firepower into his war machine.

Also during that time that "military genious" Ackbar had stripped down a load of Mon Cal cruisers and converted them to cargo ships, thus depriving the Rebels of many of their front line ships.

Shut up. They had an undersupply of shipping in that area, and need to keep equipment, logistics, and the economy going. What would've you done? It wasn't like the Empire had been active for awhile, and the NRI is incompetant.

I'm going to agree with IP on this one. The NR shipping industries were in a near state of chaos and they were so desperate they tried to even encourage smugglers to start shipping legitimate cargo if it would help promote trade. Also, Thrawn at that time up to the Sluis Van attack was making it a point not to let the NR know about him or his imminent campaign which bred complacency in the ranks. The NR had no way of knowing a new warlord was on the way and the Empire was already down to a fourth of its former self and seemed little to no threat.

Well actually, they had NRI, but they're so incompetant they can't figure out that the Stormtroopers are mostly clones.

Wait a minute though.. I thought Thrawn didn't start using cloned troopers until Dark Force Rising anyways? That was the first time they were referenced after the medical teams checked them out.

And there were only about 20,000 spaarti cylinders and not much time inbetween from when they got them started to the Katana fiasco. Maybe he had his clones spread out enough that they just seemed like regular empire joes and no one the wiser. I mean, even top Imperial officers didn't know about the clones until later.

But yes, the NRI is a strange organization. They've shown they can be sneaky if they want to, but sneaky to what and whose purpose? And it seems though they're more of a filter unit where data just gets filtered down for everyone's use. You have people like Page and Alpha Blue doing the real work methinks.
