This is not a "meanest villain contest", it is a "most entertaining villain contest" - and some people find Zsinj to be funny in a kinda campy way.

The greatest villain is definitely Vader.

Noone can beat his cool opening lines.

The Emperor technically is even greater but the movies disn't show him much. On the other hand he moves Vader like a marionett, so....

Boba Fett is not a villain, although he sees the rebellion as a violation against the order brought by the Galactic Empire.

I tend to look for two things in villains, substance (how evil and powerfull they are) and image (how cool and evil they look)

From the Movies:
Darth Vader, substance and image
Emperor Palpatine, substance but not much of an image
Darth Maul, image but no substance
Darth Tyrannus/Count Dooku, lack substance and image
Grand Moff Tarkin, substance and image
Boba Fett, substance and image

From the EU:
Warlord Zsinji, lacks both substance and image
Grand Admiral Thrawn, substace but not enough image
Ysanne Isaard, lacks substance and image

For EU villians lok no furthern than Zsinj. He was quite funny yet clearly mad as a box of frogs. However dispite appearences he was a very smart man. He carved an empire for himself that had the NR and IR so scared they collabourated to bring him down. Only Han Solo's character shield stopped Zsinj.

For the movies I would have to say Vader

But for EU its Zsinj in first with Shimmara(sp?) in a close second
