The whole damn area is also overrun with seedy criminals.

Why build in the Worst Part of the Planet when you can just obliterate the home of the evi Jedi sorcerors and put the palace of your New Order in its place?

In one of the comic books it has the commentary saying the Emperor resides in the former Jedi temple. This may not be true but still, both are very similar. That is why Lucas needs to put it in EP III.

Simple.
It is much easier to simply wipe out all the scum in an area were only scum lives, and you wouldn't have to fear colleteral damage. Also the area was much better because it has more space for a bigger building.

Problem is, the comic was from infinities, but the palace had nothing to do with the timeline. I had always assumed that the Temple was built over or just upgraded.

As long as we don't see anything of it in Ep. III, I think the picture of it in TIE-Fighter is the best we got.

What collateral damage?

The Jedi Temple is a kilometer tall, to give you a sense of scale. There are few large buildings nearby, so I don't see how you couldn't build the Palace it its place after demolishing the Temple.

Building the Palace in the Works strikes me as absurd a notion as building the White House in the middle of Detroit.

The Palace is not in the industrial region :roll: .

We already know it is located in the Imperial (Galactic) City, where the Jedi Temple and Senate Rotunda currently reside.
