The constant battleing of the Sith since the beginning of recorded history served a necissary purposed: It kept the power of the dark side concentrated in a few powerful individuals. The Brotherhood had changed all of that. There were now hundreds of Dark Lords following Kaan, but most were weak and inferior. The Sith numbers were greater than they had ever been, yet they were still loseing the war against the Jedi.

The power of the dark side cannot be dispersed among the masses. It must be concentrated in the few who are worthy of the honor.

Or maybe their training regimen did not facilitate large scale training but is more effective in smaller numbers? A teacher is more effective if they have small number of students then teaching a large number.
