They couldn't have even patrolled their own territory and such. I believe by now they've mostly recovered since the Black Fleet Crisis low, when they were mostly just the Core Worlds.

There's other ways of rationalizing it, that the NR refuses to commit large troop/fleet concentrations to single large battles and insists on smaller skirmishes and little battles by paradigm, and that much of the NR fleet was tied to its particular region by the home senator and such.

A million or two "units" perhaps? And since we haven't seen a mass-deployment of them anyway, I think they're being used as commando support, and glorified bodyguards and security for sensitive locations and individuals.

The only fanboyism is in blowing the Yuuzhan Vong up to unrealistic proportions, the facts are that they are weak and small, their total fleet is infitesimal compared to the Imperial fleet at it's height(22 million ships and trillions of soldiers vs. 1-200k ships and a few billion soldiers) and there are no political cracks for them to exploit anymore.
This much was acknowledged by the Vong themselves.

Anyway, in all serriousness. Get a meeting with Paellaeon, whoever is in charge of the Yeveatha, and the queen of Hapes. Clue them in on the situation, Provide them with full intelligence on the YV and sign a treaty for mutual defence. Then have a meeting with the NR fleet Admirals, inform them of the situation and have them design battle threat analysis etc and from that have them design a mock sim of what we can expect the YV to field. From that get the top scientists in the NR to design better ships to deal with the YV ships. When the Time for battle comes try and capture a few Coral Skippers to reverse engineere. By no means tell the Jedi anything or let them near any planning. The Jedi are lose cannon and likely to do dumb shit. Also if possible quietly kill those who are a thread to your powerbase.

Since this is post Hand of Thrawn there's peace with the Imperial Remament I'd immediately inform them of it. They'd be a valuable ally if it came to war. I'd also sign mutal defense treaties with the Hapes Cluster, Coperate Sector Authority, Chiss and any other independent power I can actually trust.
Next I'd take step to limit any fleet not under my control. I'd make the recent Bothan Crisis as a pre-text and I'd seize fleets if I had to.
After that I'd begin a major military build up. I'd make mid to heavy ships as they'd be best suited for the mass fleet battles that would be coming up. Not necessarilly Imperial designs as those might give people the wrong ideas but something. Id also begin building up my ground forces and planetary defenses along the potential landing front. That and add some heavy ground equipment like we see at Hoth or Geonosis.

2. Get rid of the Advisory Council. These guys can cause nothing but trouble.
3. Inform the Jedi of the invasion, and make it clear that negotiation is not an available option. They are useful, if only to figure out where theres a YV infiltrator.
4. Quietly gear up for major war, and keep as many scout ships (read: the ships with the best sensors and hyperdrives available) as possible watching the frontier.
5. Keep at least three ISDs within a couple of hours of possible trouble spots.
6. Find and kill Nom Anor. He must not be allowed to tie up valuable cap-ships dealing with his minor revolutions.
7. Try to find techniques for dealing with the Vong in ship-to-ship combat as fast as possible.
8. Get Balmorra Arms (assuming they're still around) to mass-produced SD-9 and -10 ward droids.

I'd build as many big warships as I can, and by big, I mean BIG!! As many Home One-type battleships and Defender-class ships as I can get away with, but with weapons and shields customized to fight against Vong.
I'd also do my best to start a New Republic equivalent of the Stormtrooper Corps, if such thing does not exist.
But before the militarization, I'll have to convince the population that it is necessary.
