what about civil unrest? if the people don't like the empire enough, will they keep rioting and trying to rebel and sabotage productivity and stuff like that, or will they just try and play it safe and not PO the empire?

It can't be very good for the empire if the emperor just sends the DS to waste every planet with civil unrest, because wouldn't that amount to LOTS of planets after awhile?

Sort of like how Leia said the harder the empire squeezes, the more planets slip through it's fingers...

The point of the Death Star was never to blow up any planet that had civil unrest. It was to make the people of the Empire fear so much that even though they may be really pissed off at the Empire they're too scared to unrest - "Fear will keep the local systems in line."
