Well, to their credit Golans are probably more customs stops and patrol and security platforms. According to WEG Last Command Sourcebook , the Golan II is larger than an ISD with a length of 2,158 meters and armaments include 35 turbolaser batteries, 10 proton torpedo launches, and 8 tractor beam projectors. A golan III is 2,600 meters long, and has 50 turbolaser batteries, 24 proton torpedo launchers, and 15 tractor beams. Since they are orbital stations, I'm assuming that they boast more powerful shields than starships of comparable size, which may explain why they could be useful in combat.

Well, there's a possibility Bilbringi was defended by Golan IIs, and not Golan IIIs. I don't remember off the top though.

I was thinking more in terms of Thrawns attack on Coruscant. The novel seemed to emphasise on Thrawn keeping at long range throughout the battle, refusing to close in with Coruscant spaceborne and ground defences.
