10-20 seconds for the HTL's? I didnt know that..where does it say that Connor? Not that I mind, kind of makes sense when reading the novels when it describes capital ship combat

It doesn't say it anywhere explicitly, except that planetary TLs are noted to take ten seconds to recharge between shots in the EGW&T, and they require more than one shot to penetrate an ISD's shields and armor. Hence, the HTLs on an ISD should take at least as long to recharge.

Of course, this realistically depends on the "setting" of the gun. A lower-power shot is going to have a shorter recharge rate (hence a faster refire rate) than a maximum-power shot. (For another analogy, compare the AT-AT.)

There's also Tyrant's Test, which says that when the guns are half-charged, they can be fully ready to fire in twelve seconds. Which implies the main gun capacitator (at least for the Indomitable and her sisters) can hold 24 seconds worth of charge, max. There's a little wobble depending on power supply distribution at the moment, but that's a clue as to a typical minimum ROF for the weapons.
