YEs, because you could alter the shape of the shield and it would heat the air infront of you, clearing tit out for a faster and steadier ride. We are looking tinto doing that now with air spikes.

Remember that anything that the rebellion owns for more than a year or two gets all Hot-Rodded. consider the rebel-version Y-wing to be a stripped racing version. Especially considering their role in the alliance (Strike bomber) they would not expect the Y's to come under heavy fire. fast-in, drop their payload, and get out. Armor just gets in the way of that, either by reducing speed or reducing payload.

There are likely many reasons all of them valid.

One of the best is that the Rebellion has limited resources. As such turning hull plates that are seen as unneeded into hull plates for other ships, like the X-wing, would explain it quite well. Also maintenance personell junking them to make their jobs easier also works.

Here's what I've found on starwars.com:

Rebel Alliance technicians scavenged their own arsenal in adapting the civilian T-47 for combat duty. The venerable Y-wing fighter became a prime donor to the T-47 program, offering refitted cockpit modules, control surfaces and armor plate to the snowspeeder. This cut down on the cross-training time required to turn Alliance starfighter aces into Alliance snowspeeder aces
Since the Y-Wing has been seen without armor plates before Hoth, it's possible that other fighters or vehicles benefitted from it too. Also, the snowspeeder ar mentioned to be actually airspeeders modified for cold enviroment. After all, they probably used such vehicles to defend other bases too.
