While I don't know this, I remember reading a fan fic once where they started adding nearly random adjectives to old ships names. Thus, one unlucky Imperial captain got command of the Mildy Aggressive. :D

Seriously, though, they probably did any number of things. Gave ships in different districts or whatever the same name, just gave the lesser ones numbers, or perhaps used words from languages other than Basic.

How about PSV, Palpatine's Space Vessel, for non-combat ships, and PASV, Palpatine's Armed Space Vessel, for combat ships? Palpatine assumed he'd never die, and he seems sufficiently arrogant to plaster his name on all his ships, assuming his name would scare his enemies and inspire his troops. It would explain why his enemies assumed that he ruled the Empire personally instead of delegating to the people under him. They swallowed the propaganda hook, line and sinker.

My point is I don't see how that is preferable to a direct and simple analogy to RL English protocol.
