If not considered just as an inside joke one might well assume it to be a horrendously huge tribute to the person (AKA the Executor) the ship was named in honor of. The executor of Palpatine's estate perhaps, more likely a youthful Palpatine in his role as the executor of the Old Republic's estate, or just plain the Imperial Executioner (AKA Imperial Executor).

judging by the scale i'd say roughly 50 feet tall, (if this were a full sized SSD) though it is really hard to tell where it's at without someone pointing it out to you.

The model itself isn't of the same canonical level as the movies (if any) - it can be a useful technical resource in some aspects but there's no reason to accept it as 100% accurate. Since we do not see this soldier in the movies, we have no reason to assume he would be there in any "in-universe" sense either.

On a similar note, would you assume that the ISD or SSD has only a handful of guns (say less than twenty) based on what is on the model itself? (aside frfom the eight octets, there are maybe 3 other gun turrets on the Avenger model, ,for example.)?

Edit: As an added note in the last paragraph, some "gun ports" in the movies we see do not correspond to any known locations we see on the models (particularily with the Avenger in TESB), so does that mean they don't exist if they don't show up on the model?

Thanks Connor, I asserted this before; strictly speaking the models themselves are not covered by Suspension of Disbelief, and the ISD and Executor models were interesting reference since we knew they were filmed to scale for the films, and their size ratios are relevent.

However, on issues such as the infamous distortion of "boxy studs" on the Executor's hull. Strictly speaking on the model, these are featureless boxes with no gun barrels or apparent intent as turrets, but under SoD, we're examining the filmic images of those bumps, and at the distances viewed, their nondescript enough for some to be guns, perhaps.

Maybe ROTJ, just after the A-wing hit? Everyone watches the bridge and no one zooms in on the rest of the ship.

Except with that one the joke is more obvious. *shrugs* It would be funny if that plastic soldier was some kind of monument of Palpatine that's powered by the Force to shoot lightning out of his eyes at approaching starfighters. It was probably scratching his arse when the a-wings made their bombing run...

Well I think it's as non-canon as all the decals in the Falcon model. I think they tacked a few Interstate signs and bumper stickers because from a distance it looked kinda cool.

I doubt whether it can be seen at all anywhere. I think they built different backgrounds for when the fighters are close to Executor rather than photograph close to the actual model, because frankly, its scale works better at far range rather than close up.

But as I said, what about the scene when the executer's bridge is burning? It's being seen from the bridge of the Mon Cal cruiser, far away.
