If Palpatine did that, and was somehow counting on Anakin to do anything, he'd be in a fairly risky position.
Tatooine isn't the safest planet. Anakin has a fair chance of getting killed, what with the tuskens, the fact that he's a slave, the pod races. You'd think that if he was created by Palpatine, through any means, that he would want to keep Anakin safer.
Unless you want to add that Palpatine had a bunch of spies protecting Anakin without anyone knowing.

It's possible that that information is from an outdated draft. I'd prefer to wait and find out how old it is and whether it's been eliminated.
Because I don't remember that being mentioned in the screenplay discussions over at MF.com. If it was still in the script, it would have most certainly been brought up. Not to mention being in the graphic novel and novelisation.

I was only concerned about it's canonicity. It struck me as something from either an outdated draft or something that was just made up, particularly since darthnidankendo didn't give a source citation other than merely a page number. So I went over to Wayne's thread where it turns out this came from and asked about its nature and context. Turns out a lot of stuff in that thread, including the statement in question, is from earlier drafts, since it's from a book about the making of the film.
For the record, story treatments, outlines, and preceeding script drafts don't have any canon status, not even as apocrypha, since they represent only the developmental process, rather than the final resulting product.

You'd be hard pressed to argue that something that has been removed from a canon source has much standing, especially if it's something major like "Palpy Force-boinked Shmi".
