Think of that number this way. Palpy controls the senate and the overall war situation for his own benifit. Palpy is using the sepratists as the 'threat' to give him the reason for his increasing executive powers, so why create a huge army that destroys the sepratists before the time is ripe to destroy the Jedi and fully secure his position?. By maintaining the threat his actions are nessary, the power granted is nessary to safeguard the Republic, or 'the sepratists win'.

As to the 1.2 million thing, the ROTS VD claims that the clones are now being created on many different worlds and using multiple templates. The 1.2 mill are just the Kaminoean clones which it claims 2/3 of them are still alive (and confirms the idea that they age 2x their entire lives, not just until they reach maturity).

"not unacquinted with the Dark Side" doesn't necessarily mean that Yoda dabbled in the Dark Side (though early scripts give that impression as he "probed the Dark Side" to discover the mystery of the Sith in AOTC). It could mean he'd simply encountered those who used the Dark Side of the Force (supposedly a rare thing since the Sith's apparent extinction 1,000 years before TPM).

By "dabbled" I assume you mean he messed around with it, like Anakin did. Yoda himself believes that the Dark Side seduces you and forever dominates your destiny. Maybe he knows? But still, not enough to make that assumption I think. I know you said "may have" but still. ;)

Then again, there's the annoying "fact" that Mace Windu's saber fighting style is supposed to "skirt the Dark Side of the Force" (whatever that means... sounds like it was written by/for SLJ fans!).
