It seems that a lot of people have been pissed of by this scene as it relates to Vader's final redemption (of course you can argue just how redeemed he was, or to whom, or if he believed himself to be redeemed, etc. until the sun explodes.) I really dont get this. I mean, from the moment I saw the bear Clan in Ep. ll, I knew they were going to die, most likely by Vader's hand. I didnt expect to actually see it, or the seconds before it, but it doesnt change the fact that we knew it was going to occur. Vader is an evil, evil guy, and its not Vader who is redeemed, its Anakin, who was supressed by the evil side of himself in RotS, after Mace's death (ie Yoda's "Gone your apprentice is, consumed by Darth Vader.)

This scene was crucial, not just in terms of plot but to paint a picture of the Sith being truly evil. Alderaan, well that could have been Tarkin. The Sand People, well Anakin was mad as hell and let his emotions take control. However, killing the children was unmistakably evil -- no apologist way around it. I wanted a scene to absolutely draw the line between the Dark Side and the Light Side, and killing innocent children not in a fit of rage but as part of a well-laid plan was it.

No, the rule of two is more than that. It's clear that the Sith believe that only two fully trained Force users should exist in the galaxy (themselves).
Darth Sidious had no use for Younglings at all. If he were to let them survive- it matters not if he tries to turn them, or whether he just lets them go- one or more of them might one day become a threat to Sith rule.
He ordered Vader to clean out the Jedi Temple to elimitate the potential and existing threats there. The effect that meaningless mass childkilling had on Anakin is just a happy fun bonus.
The EU has spades of Dark Side users working for the Emperor because it has to, by nature, deal with side characters.. and stories with no Dark Side adepts are boring. Despite anything the films say, what would the EU be without Emperors Hands and Inquisitors?

"on killing" by lt col grossman talks about the power of atrocity - in that, leaders will usually have a bodyguard like the s.s. who have comitted atrocities, and they cant turn on him. they couldnt do a coup, cuz they'd be executed for war crimes anyway. so it provides a fanatical core of troops.
as well, being able to commit an atrocity makes it very easy to do so again - the inhibitions are gone against killing, so you can be a lot more brutal in your acts.
