Perhaps. Repulsors need ground to exert force on, but they don't affect the ground, it would seem, then. Recall that the soft dunes of Tatooine are not affected by the repulsors of Jabba's sail barge. That is odd.
It could either either be explained by low pressure or repulsors not exerting forces on matter at all.

I ussually just think of them as thrusters without reaction mass that simply need something to push off of. One could also say that they simply reciprocate gravitational forces, too, but that doesn't explain how they propel ships.

Sure I suppose. But I dislike the idea of using Neutrinos as a "get out of problems free" card like that.

Edit: on top of that, its unlikely they'd be able to readily manipulate or direct the stream. Possibly containment problems also.
