I'd like to turn that comment back in you and say this ain't Star Trek either, it's unrealistic for such a small fleet, especially when it's population wishes to rebel and the fleet in question would totally unable to perform it's designated functions.
And let's not forget the navy/starfleet separation.
You know, the only thing you could do with your fleet is to respond to emergency calls, and probably not in time either, not what it did or was supposed to do, wich is not exactly an effective system, protection of any system will be nearly impossible and the time it takes to get there is enough for a foe of any threat to slag the planet, a couple of dreadnaughts and some corvettes could slag a planet covered in one great city in 15 minutes(The Hutt Gambit).
No, the Imperial fleet and army where there to controll the populace, stormie garrisons are on even the most remote planets, like Tatooine.
The fleets are there to terrorize the populace, guard planets from rebels, escort freighters, stop pirates etc, etc etc, etc...
With your fleet the Empire would have been ovethrown in months, the Rebels would have had thousands or millions of unguarded planets to draw resources from and would quickly have ursurped the Emperor.
