Now the problem is that you say there are no problems and that it's easy as pie, now I say that I think the information can equally well point to another direction.
-It could be easy and the MonCals are trying to gain an advantage in the NR when it's formed by having a large officer corps
-It could be that the cost and effort of replacing the MonCal ships isn't worth the potential gains, if any, at the time and is as such given low priority.
It all depends on whose interpreptations will be backed by another source, if one exists.
Now as for this with RASB and the Official site quotes, are you implying they are set at different times, what train of thought do you ascribe to putting them at different times?

Technically, these two statements do not jive at all. The only way (so far IMHO at least) to rationalize them both is to remember that most historical statements tend to have a time associated. We know RASB's rough time - after they've set up at Hoth, definitely after Yavin and Distna. We do not know the time of the SW.com statement. So at one time most of the people onboard were Mon Cal, but by the time of RASB, this has changed.
Since I'd say the Mon Cals ARE really tardily moving towards mutli-specialism, I'd say that SW.com's statement came at an earlier time in history, say shortly after the integration of the Mon Cals to the Alliance, when most of the ships available are stuff Mon Cals have converted.
