There hasn't been a full scale war since...

In Attack of the Clones, Bio Sibble says this: "It's unthinkable! There hasn't been a full scale war since the formation of the Republic!"

What is that supposed to mean? What about the Old Sith Wars and the New Sith Wars? Were they not full scale wars? Wasn't the Republic formed a long time before then?

So is Bio Sibble incredibly rusty on his history or does his words suddenly erase a shitload of pre-PT EU?

He is probably referring to the post Russan Reformation incarnation of the Republic.

As Archon stated, Governor Bibble is referring to the Republic in it's reorganized post-Ruusan Reformation form, which occured at the end of the New Sith Wars. This is also why Palpatine refers to the Republic having stood for "only" a thousand years.

No, but it's less definite a term than "the Republic", which can imply just one consistent state.

There was. It was founded under the Article of Federation rather than the Constitution. The Constittion of the United State disolved the old government and reorganized it under a new one.

Also Lincoln was treating the US as if the Confederates had never left, for instance he refused to romove stars from the flag afters state ceceeded from the Union.
