Royal Guardsman in AotC
Near the beginning of the movie, when everyone is in Palpatine's office, Mace tells padme' that he'll send Obi wan to her when he arrives, if you look between them there’s a green Twi'lek and a royal guardsman behind her.

Well if you look up close at one of the Asteroids during the Jango Fett/ Obi Wan space battle you can see one of those four legged Shaaks from TPM. Its hard to spot because its shaded in to the asteroid.

Actually, the scarlet-robed guards seen in Supreme Chancellor Palpatine's office are Red Guardsmen, an especial subdivision of the Coruscant Guard. Although the action figure identifies the Red Guardsmen as "Royal Guards", this is plainly nonsensical, as the Supreme Chancellor is an aristocrat, and not royalty.

At the very end of TPM when Palpatine is on Naboo we see guards in green very similar to those of the Royal Guards of the Emporer, except they have that awful teal color, their helmets show their face and are very Romanesc, and they carry a rifle.

You are both correct and incorrect. You are correct because in AOTC, yes they are referredto as the Red Guard. The blue guys have two sources that claim they are different in name,but similar in function. The TPM:VD says they are the "Senate Guard" which suggests they are bodyguards for the senators. The AOTC:VD say they are the "Blue Guard" and that the Senatorial commitee oversees them, suggesting they too are body guards for senators.
Meanwhile the AOTC:VD calls the red guys the "Red Guard" they "are under [Palpatines] direct authority." So afterwards, once he became Emperor he simply changed their name to Royal Guard, he being a royal person.

At the end of TPM, those guys are supposed to be blue. It's probably your TV's color balance that makes them look green. Mine does the same thing on that scene. Palpatine created the Red Guards with the full intention of creating a Royal Guard, but only gave them that title in private until he proclaimed himself Emperor. Thus, the Red Guard and Royal Guard are one and the same.
