What is the order of Canonicity in Star Wars
I know that the movies are incontrovertible canon. What comes after the movies? Are novels or tech manuals next in line in terms of canon?

I'm not sure about having Lucas above the other stuff. I know that games are part of official, but not game mechanics and stuff, but what about Force Heal? It is also mentioned in the books, but does it exist in the canon?
I mean, in TPM and AOTC Force Heal would have come in handy during the Darth Maul fight and for the Count Dooku battle. So does it exist or do they not know it or does it not exist or are they just dumb?

Force Heal can't repair severed limbs or a fatal blow. It presumably only works on minor wounds, and to restore stamina and energy.
Notice that Qui-Gon did indeed go into a meditative trance during the Maul battle. This is probably something akin to Force Heal; it regained his focus and restored his energy.
EDIT: In the Dooku battle, I'd guess that Obi could in theory have used some sort of Force Heal for his wounds, as they were not too serious. It's likely that he was simply too exhausted from the other events of the day, including the battle and wound. Also, Dooku could be dampening Obi-Wan's control of the Force. Additionally, Obi-Wan may not even know this trick at this point. We know that he knows something like it by the time of ANH, as he brings Luke back from unconsciousness (similar to JKO's multiplayer power of "Team Heal").
Really, the disuse of the power isn't that big a deal. Since the EU says it exists, and the movies don't contradict that, then it exists.

The further away from the movies the less accurate they are, the ICS and VD are works based directly on the movies, hence are much closer to the "truth" than EU novels or sourcebooks that have nothing to do with the movies.

The real ability of Heal is the ability to keep on going unimpeded from glancing wounds and have remarkably quick recovery times from even incapacitating wounds.
However, Vision of the Future indicates it isn't magic; it takes several days to heal wounds that might otherwise take weeks. But Obi-Wan was out for the battle.
