Jedi-looking guy in the Palace in ROTJ?

Something I just noticed while watching ROTJ is in the scene where Leia brings in Chewie as a bounty, in the background you see an alien dressed in garb similiar to Obi-Wan's Jedi attire. He even has something on a belt, like a utility pouch or something.

Can anyone get a screen shot of this and throw it up for discussion?

I thought that the robes by normal people on Tatooine was almost indistinguishable from Jedi Robes. By the way, anything similar to Jedi robes does not have to be Jedi robes.

(just look at what Uncle Owen is wearing!)

Being as how Tatooine is a very hot planet maybe they are the clothes that are most comfortable for that weather? Corruscant is also quite hot and humid so many ppl not just Jedi wear them there too? Don't forget we very rarely see non-important caracters on Coruscant. Maybe the robe getup is what the average Joe on the street wears?

Jedi robes seem rather similar to what desert dwellers would wear. Loose and baggy clothing with hoods and covering most of the body. Rather logical that something similar would be seen worn by many people.
