Palpatine's regime has always seemed like a galactic, more stable version of Hitler's Germany, with crazies here and there rallying around his cult of personality, but also with military, bureaucratic, and corporate leaders supporting the guy just so things can go on as usual.

So what's a good summary of all the main factions of it? I found one a long time ago on this thread-

Black Sun syndicate
Kurt Drive Yard executives and owners
Various other industrialists and businessmen (Sienar included)
Various other criminal organizations (Jabba's faction included)
Old Republic officials - loyal to the Empire

It all seems terribly convoluted - no wonder it needed a top heavy ruler to keep it all together, then it all rattled apart once the steering wheel was empty...

Well, there's also the Inquisitorius and the Imperial Security Bureau.

There were the Grand Admirals, and Palpatine's Dark Jedi like Sedriss.
