Are the OR/EMP/NR technologically advanced enough to construct a Ringworld or a Dyson Sphere?

Most likely yes, but they woudn't approve of such a waste of resources.

Th Empire can make 60% of the DSII in 6 months, I'm pretty sure that was the figure.
What does that tell us? They can make one tenth of an ARTIFICIAL MOON per month.
So yeah, I think its possible.

There's no reason to: hypermatter reactors vastly outproduce all-enclosing Dyson Spheres in terms of power generation.

I was interested not in absorbing the radiant output of a star, but of habitation: with the Empire/Empire Remnant and Yuuzan Vong attacking and destroying worlds, living space is getting rarer and rarer... you can't just keep packing more and more surviving refugees on existing worlds, or just terraform/ build dome cities.

Why not build metal cityscape on barren worlds, why a Dyson Sphere?

In "Rogue Planet" there existed engines and hyperdrive systems of such a scale (They were purchased, civilian-made, and the purchase of such in no way raised suspicions or questions.)
Furthermore, we know from "The Crystal Star" that there existed "world-crafts" - planet sized artificial constructs. Hethrir had one. It could move. It could travel through hyperspace.
I think its possible to build living facilities like a Dyson sphere or a ringworld, but practically speaking, they don't need to do it in the needlessly complex way that the others are.

The KDY is primarily a shipyard, if you would use it to build "space colonies", there has to be massive reorganization of people and resources, which wouldn't help the NR since these resources are badly needed elsewhere...

Anyone have anything on the size of Ithorian Herd-ships? I know they're sustainable biospheres, but I'm not sure how big they are.

I don't think the scale of building a ring world or Dyson's sphere is outside the abilities of Star Wars, but the material science might be. A ring world assumes it gets its gravity from spinning, that requires a base material with a tensile strength greater than nuclear bonding energy. If artificial gravity is used instead the strength needed will go down greatly.
The problem of doing this to hold refugees from the Vong is that they would see this as a major heresy, and attack it as soon as possible. The NR know that this, so they will never build it.

That's a brain-bug. The shipyards stretch throughout the system, and some people took that to mean for some bizarre reason it physically surrounded the system, y'know, with planets orbiting inside (I know it is stupid).

Cresih Station from The Crystal star was a pretty large inhabited station.
THe thing is, in the SW galaxy they don't need to build so many space colonies when colonization is still an option (note uninhabited planets and moons are for sale in the SW galaxy) , floating cities have been constructed (Ithor), planets such as Coruscant hold Trillions of people, and I believe terraformation is a posibility if i'm not mistaken. The Old Republic had done it multiple times IIRC.

There's a BIG step between Coruscant (impressive in its own right) and a structure as big as or bigger than a Ringworld (many many orders of magnitude larger, as well as harder to construct).

I know its a big step, I brought up Coruscant as an example of why SW civilizations don't NEED space colonies. Not as evidence that they can build them.

There is a very large difference bewteen a world, and a Dyson Sphere.

They most likely have the resources to do so and the infrastructure capable of moving those resources, but the materials science may be out of their reach for a ringworld or Dyson sphere. A Dyson cloud, on the other hand, should be well within their capabilities, should they chose to expend the resources to build it.

IIRC, nothing known is strong enough to build a ring world or dyson sphere. Not even Neutronium.
There's no point in building one as a habitat. We know they can move and tearaform planets, and the galaxy has billions of them. Converting those would make more sense. Remember that most of the planets we've seen destroyed had all there people lost as well. So there's not really a shortage of space.
