the celebrations at the end of Return of the Jedi?....

In the latest version of the Return of the Jedi celebrations are shown on various planets after the death of Palpatine and the destruction of the death Star, how does this happen? Shouldn't there still be Stromtrooper garrisons/ Imperial control garrisons on most of these planets?

I think the only planets that are shown celebrating are Tatooine, Bespin, Naboo and Coruscant.
Tatooine and Bespin are small shit settllements out in the middle of nowhere (I dont remember if they had Imperial presences on them all the time, or just during the Empire's search for Solo, Leia etc)
Naboo is from I know, a relatively rich place? I dont know why there arent any troopers there.
Coruscant, I think has a stormtrooper being manhandled by the mob, and from what I hear its only one plaza on Coruscant, and a while later the Empire actually sends down some squads and disperses the riots.

In 'Iron Fist', there is talk from someone is at the place the Statue was pulled down - he was the one who rebroadcast the Rebels transmission showing the DS2 exploding and taking Palpy with it all over the public information systems.
The stormtroopers arrived in force a very short time later.
And their blasters were not set to stun.

According to Wookiepedia, Gungans and Naboo Security Forces managed to drove the Stormtroopers out of Theed after the announce of Palpatine'd death. It's unknown if they beated the entire planetary garrison or if Moff Panaka remained in control of the rest, but apparently they managed to mantain the control in Theed long enough to sign the New Republic Common Charter and be rescued by the New Republic.

In Mara Jade: By the Emperor's Hand, there is a scene where Sate Pestage congratulates Ysanne Isard on arresting the rioters on Coruscant in short order. They are seen being executed by firing squads at about the same time.

Thanks to the high-def screencaps of the Theed celebrations, people can be seen standing on the rooftops of the palace, something which indicates they've simply stormed the place. There's also militia-gung waving a banner on the triumphal arch, which means the gungan military is involved and it's not just civilians.

IIRC Bespin was taken by the Alliance before Endor (Battlefront and Rogue Squadron 2 and 3).
Based off Empire At War the Alliance took Tatooine around ROTJ (few months before then?) and the Alliance had enough of a presence to have patrols there and drive the Imperial Navy completely out (the Imps not giving a fuck). One of the novels also suggests this.
Oddly enough there was an Imperial Fleet blockading that world according to the Scholastic version of the ROTJ novelization at that time. So that was likely a temporary fleet to try to get luke a few months after the Alliance took the world.

Wow, an Imperial fleet was blockading the world at that time? That goes well with Bounty Hunter Wars, where the Alliance had taken control of the Arkanis sector while the Empire was planning to retake it prior to Endor, and the Dark Forces Saga entry for Sariss, which had her fleeing Tatooine as people revolted against the Imperial occupation force after hearing about Endor.
So the Rebels took Arkanis, including Tatooine, prior to Endor, then the Empire tried to retake it, blockading Tatooine in the process, retook control, and then were attacked right after Endor.
