Imperial Acts in the Outer Rim vengeance from Clone Wars?

I just thought of it, we know it's likely High Human Culture was aided and abetted as an idea as the backlash against non-humans by the mainly-Human center of the Galaxy due to atrocities by Grievous and the like.
Were the Imperial Massacres and the like in the Outer Rim, slavery, etc. all basically a massive state-sponsored vengeance campaign against the Outer Rim worlds that sided with the CIS and burned Core Worlds? Was it wide-spread acts with no official sanction, but the officials looked the other way?
in a somewhat-related note, in Force Commander, one of the people captured on Abridon, who was freed by the Alliance when they took the world a second time said he was there "for 20 years". This happened around the time of Endor, (19 + 4 = 23) so is it likely he was a wanted former Confederate sympathizer who was captured? One of the separatist guerrillas on that world, assuming that world seceded during or before the Clone Wars, as it is an outer rim world?
