I just thought of it, we know it's likely High Human Culture was aided and abetted as an idea as the backlash against non-humans by the mainly-Human center of the Galaxy due to atrocities by Grievous and the like.

Were the Imperial Massacres and the like in the Outer Rim, slavery, etc. all basically a massive state-sponsored vengeance campaign against the Outer Rim worlds that sided with the CIS and burned Core Worlds? Was it wide-spread acts with no official sanction, but the officials looked the other way?

in a somewhat-related note, in Force Commander, one of the people captured on Abridon, who was freed by the Alliance when they took the world a second time said he was there "for 20 years". This happened around the time of Endor, (19 + 4 = 23) so is it likely he was a wanted former Confederate sympathizer who was captured? One of the separatist guerrillas on that world, assuming that world seceded during or before the Clone Wars, as it is an outer rim world?

The Outer Rim worlds were notoriously rebellious and resistant to centralized authority from either the Core Worlds or Coruscant, and vast and underdeveloped enough to allow the rebels to operate in the region with impunity. Even on nominally Imperial worlds, control was often non-existant.

Official Imperial language regarding the Outer Rim was often couched in terms of bringing civilization and battling the forces of chaos and anarchy, and seems to have been believed by men like Steele and Rogriss, the stormtroopers of Allegiance, etc. Some certainly may have felt disgust toward and carried out acts of violence on Rim worlders, just as some were raging xenophobes and misogynists, though it would be hard to differentiate personal violence from reprisals for rebellion and insurgency.

This is not an overall bad theory, but it seems unlikely that the conditions of the outer rim were systemic reprisals for the atrocities of the clone wars. More than likely they were isolated incidents, and preferential treatment of more densely populated sectors pulled the resources needed for rebuilding away from the less-developed outer rim.

But the Rim is a rugged place, of unmanaged weather systems, barren worlds, where men are men and green things from BOE-389432 are green things from. . . well you know. I've always viewed the rim as a place where the averages are bad, but sometimes the crazed and the lucky win. It's like gambling in a casino-someone has to win once in a while to keep people coming back. But you can't dependably make money there, which is why after more than 1000 years of peace, in TPM we see a wild frontier. Tattoine is little more than a place to be-and with no reason to be there there is no reason for anyone to care about it.

A planet 100% covered by desert is not a reliable indicator of conditions on the Outer Rim. Its chief export is seclusion and it's populated by people who are either too poor to leave or WANT to live off the grid.

And being outside the Empire is not necessarily the same thing as anarchy. The Outer Rim is full of ancestral home worlds and relatively independent states. At least before the escalation of the GCW.
