I know it can;t be her but this is definitely Aayla related fanservice for all the fanboys who thought she might have survived Episode III. But you have to admit that putting a blue skinned female Twi'lek Jedi in an outfit clearly resembling that of Aayla's is designed around the popularity of that character.
