Palpatine
We've heard it stated as cannon that Palpatine was born and raised on Naboo. If this is that case why didn't the Jedi discover him as a youth and take him away for Jedi Training. In TPM Qui-Gon states that Anakin would have been identified is he had lived in the Republic. Palpy was born deep in the Republic and so why wasn't he blood tested at some point, say when he was born, and handed over to the Jedi?

a.) Because Palpatine was abducted and taken at an early age to become a Sith, just like he did to Maul.
b.) His parents could've been politically important and refused the Jedi. Who would've been in no position to disagree.

I doubt the Jedi can force people to give up their kids.
As the heir to a family likely of Nabooian aristocracy, they probably declined to let the Jedi take him and turn him into a monk.

As an infant, it was not apparent that he had Force attunement. It could be that he never used them, and that some hokey old guy who was a closet Sith discovered his Force abilities:

It probably happened something like this:
1.) Palpatine is born, has test on midichlorian counts, is Force-sensitive.
2.) Parents (whom have politicol power in Naboo) don't allow the people at hte hospital report this to the Jedi (otherwise the Jedi would at least know Palpy was Force sensitive in AOTC and such), so his Force talents go unnocticed.
3a.) Sith Master takes Palpatine under his wing, and trains him regularly in the dark arts. He somehow does this without the parents knowing.
3b.) Alternativley, Sith Master kills Palpy's parents, and somehow covers it up, then gives him the full time Sith treatment.
4.) After Palpatine has learned all that he can, he kills his Sith Master, and begins his political career. With the Dark Side of the Force at his side, he climbs the political ladder to become Senator. This can work for 3a. and 3b.

Palpatine was most certainly born on Naboo, as it is stated to be his homeworld in Mr Daniel Wallace's The New Essential Guide to Characters, as well as Mr J. D. Wiker's article "Who's Who in Star Wars Galaxies" (which also states that Naboo is one of the most secure worlds in the galaxy in the Imperial era). Aside from that, it was stated in Mr Bill Slavicsek's and Mr Curtis Smith's Star Wars Sourcebook that Palpatine was from a noble family.
That being said, one must of course consider: Would it not be logical to assume that the House of Palpatine kept its own private family practitioner? If a dynasty had the financial wherewithal to keep a personal physician, certainly it would be a simple matter for young Palpatine's affinity for the Force to go completely unnoticed, bound as the physician would be by confidentiality.
Also, one should remember that idyllic Naboo is in an Outer Rim sector with only 36 inhabited planets. It is quite possible that young Palpatine was simply overlooked, or that if there were any relevant records, they were never forwarded to the Jedi Order. What is certain, however, is that ordinarily the permission of the parents of a potential Jedi candidate must first be obtained (as stated in Mr Michael Reaves's Darth Maul: Shadow Hunter and as demonstrated in the "Baby Ludi" saga in HoloNet News).
Qualitatively speaking, however, it does not appear likely that the Jedi had any inkling that Palpatine could use the Force. It seems preferable to accept a solution which does not include the Jedi Order conducting testing of or even basic training of Palpatine prior to his public service.

A sunds more reasonable because in B and C scenarios the Jedi would at least be aware of his force sensitivty and it would have played a factor in the plots during TPM and Aotc. Remember Mace and Yoda couldn't sense any dark presence on COruscant but if that was the case then they would wonder why they weren't sensing anything from palpatine.Illuminatus Primus wrote:a.) Rumor has it that he was taken away as a youth by a sith known as Daeth vicious. Darth Vicious trained Palpatine as Palpatine had trained Maul. Later, Palpatine used his dark talents and charisma to work his way into the Naboo political system and infiltrate the senate, which was one of his long term goals. Darth Vicious probably tutored Palpatine on Naboo and raised him there. Why? I am not sure but IIRC there have never been any Jedi from Naboo, making it a good location because it was out of the Jedi's eye yet close enough to the core worlds so that it wasn't insignificant.

I like Publius' explanation, which is similar to IP's explanation b. If only Palpatine's family knew about his Force-sensitivity, they could very well have suppressed this information. Perhaps he was their only (or best) heir, and they didn't want the scandal of refusing the Jedi a servant, so they kept their mouths shut.
About Palpatine's master, he could have found out about Palpatine's force sensitivity and the fact that the Jedi didn't know about it, and then found a way to make himself an advisor or employee of the Palpatine family. From there, he could slowly corrupt and work his way into a position of power. Sort of like Rasputin, and maybe with a dash of Wormtongue.
