OK, potentially dumb question. In the SW galaxy, at least within Republic borders, it seems that the general plan is to test all newborn children for Force-sensitivity status and if the child tips across some line on the medicholorian chart to mean they have enough of the little things the Jedi temple is contacted. Now if this is a standardized test it means pretty much every legal birth in the Republic is tested for it. However if its not a standard test a lot of potentials could slip through.

Also after the birth testing does the family have any choice in what happens or is it just a Jedi agent arrives and the child is taken away?

Also if a child isn't tested, grows to adulthood and throughout his life seems to have some abilities naturally augmented by unconscious force usage what do the Jedi do about these individuals when they find out about them? Do they try and prevent the Force user from using his powers, arrest him, kill him, or what? Is there any information on what legal position the Jedi take on non-sanctioned Orders besides their own?

In "Dark Lord; the rise of Darth Vader" Jedi master Roan Shryne meet with his biological mother after Order 66, and during their talk it becomes clear that the parents do have a say in whether their children will be trained Jedi or not, IIRC.

From what we know, yes, the parents have a say. The testing is standardized. If you don't really train your abilities, they never really develop. Don't use Anakin and his abilities as a baseline for what Force sensitives would be like without training. In fact, you can look to Luke more for that. He was kinda a twit and certainly didn't appear special even though he has been made out to be even more powerful than his father was.

In a galaxy off trillions of beings there are tons that are going to slip through the cracks. If it created a problem, it would be something that would have been addressed.

That's in the ROTS novelization as well. Dooku even thinks about it, how a wide variety of humans and near-humans often refused to surrender their children to Jedi training.

Luke was sort of like Anakin, though - he was a really good pilot even before he met Obi-wan (the whole "bulls-eyeing whomp rats in his T-16" bit). I agree that he and Anakin shouldn't be used as the baseline, though, since both were exceptionally powerful in the Force.

Most untrained Force-users would probably just have streaks of luck or intuition that they couldn't explain.

that's how it is in the "Death Star"-novel more or less (one of the characters is force sensitive) though the character in question also had "force visions" (in the shape of "bad dreams") and was sensitive to massive disturbance in the force (like Alderaan).
