The Corporate Sector
Does anyone know the history behind it? How it started? More importantly though, how did it remain autonomous throughout the Empire's reign?

To me it looks like they have a relationship somewhat similar to the British East India Company relationship with the British Empire.
They get to do whatever they want within their sphere, but the Empire gets part of their revenue. They do all this by the grace of the Emperor, though.
